A supplier sends a CE certificate, an FCC report and a RoHS file. The model name looks close to the sample, so the paperwork goes into the order folder. That is where many importers stop. It is also where the real compliance check should start.

The buyer needs to establish which rules apply in the destination market, whether the documents cover the exact product, and whether mass production will stay identical to the tested configuration. A genuine report for the wrong model is still the wrong evidence.

CE is not an approval issued by a central EU authority. The European Commission explains that the manufacturer affixes the mark after completing the required conformity work. Some products require a notified body, but many do not. A document headed “CE Certificate” therefore proves little unless it is supported by the right legal route and technical file.

FCC authorization is separate from CE. The FCC states that covered RF devices must be properly authorized before US marketing or importation. RoHS is different again: it addresses restricted substances in electrical and electronic equipment, not radio performance or electrical safety.

Start with the product, market and sales route

Do this before asking a laboratory for a quotation. Record the product function, power source, radio technologies, intended user, environment and destination countries. Include the model variants you plan to sell. A wired desktop charger, a Bluetooth speaker and a battery-powered toy do not follow the same compliance path.

  • List every radio: Bluetooth, Wi-Fi, NFC, cellular, proprietary transmitters and wireless charging control where relevant.
  • Record input voltage, battery chemistry, external adapters, cables and accessories supplied in the retail box.
  • Define whether the product is consumer, industrial, medical, automotive, toy or another regulated category.
  • Identify your role. Selling under your own brand may place manufacturer obligations on your business.
  • Check the destination and selling channel, including the information required on online product listings.

For EU consumer goods, the General Product Safety Regulation has applied since 13 December 2024. The official GPSR summary covers the EU-based responsible economic operator and information required for distance sales. These duties sit alongside product-specific CE and RoHS rules; a CE mark does not replace them.

How to check a CE compliance file

1. Confirm the applicable EU legislation

Ask the supplier or compliance laboratory to provide a written applicability assessment. For common electronics, the list may include the Radio Equipment Directive for a wireless product, the EMC Directive, the Low Voltage Directive where its voltage scope is met, and RoHS. Other rules can apply to batteries, external power supplies, toys, machinery or specific consumer products.

The list should make sense for your product. A Bluetooth model supported only by an EMC report is incomplete. An extra directive copied from an unrelated template is not helpful either. Confirm the current harmonised standards and the versions used for testing.

2. Read the EU Declaration of Conformity

The DoC should identify the manufacturer, product and model, list the applicable EU acts and standards, name the signatory and carry a valid date and signature. Compare the model string character by character with the rating label, packaging, manual and purchase order. If one declaration covers a model family, obtain the variant matrix and the technical reason those variants can share evidence.

3. Match reports to the approved sample

  • Compare exterior and internal photos with the golden sample.
  • Match the PCB number and revision, radio module, antenna type, clock frequencies and power supply.
  • Check the report applicant, manufacturer, model list, test dates and laboratory details.
  • Read the test configuration and results instead of accepting the cover page.
  • Confirm that user instructions, warnings and label artwork match the tested market version.
  • Ask where risk assessment, schematics, component lists and design calculations are controlled.

EU importers have their own checks. The Commission’s guidance for importers says an importer must verify that the non-EU manufacturer has taken the required steps and that the DoC and technical documentation are available. A test report sitting in a supplier’s cloud drive is not a substitute for a controlled file you can produce when an authority asks.

How to check FCC evidence

First determine the authorization procedure for the finished product. Intentional transmitters commonly require certification. Some non-radio digital devices may follow the Supplier’s Declaration of Conformity route. A product that combines certified radio and digital functions can have obligations under both routes.

  1. Find the FCC ID on the product label, packaging or electronic label when certification applies.
  2. Search the ID in the FCC’s Equipment Authorization System.
  3. Match the grantee, product code, equipment class, frequency range and grant notes to the product you will import.
  4. Open the exhibits and compare the internal photos, PCB, radio chipset, antenna type and antenna location with the approved sample.
  5. Check that the final label, user information and any RF exposure conditions are implemented in production.

A wireless module with its own FCC ID can reduce testing work, but it does not automatically authorize every finished product. Antenna changes, a new enclosure, co-located transmitters or a different host configuration may require an integration review, additional testing or a new authorization. Get the laboratory’s conclusion in writing before freezing the design.

For equipment under Supplier’s Declaration of Conformity, confirm the US-based responsible party and the compliance information supplied with the product. The Chinese factory’s report does not by itself fill that role. Keep a sample of the final US manual and label in the order record.

How to check RoHS without treating one report as a lifetime pass

The current consolidated text of Directive 2011/65/EU restricts specified substances in electrical and electronic equipment, subject to scope rules and exemptions. The common maximum concentration is 0.1% by weight in homogeneous material, with 0.01% for cadmium. A compliance file must still address the exact materials and any exemption relied upon.

A finished-product XRF report is useful screening evidence, but it may not reach solder under a component, plating inside a connector or plastic hidden in an assembly. Build the file from the product BOM upward. High-risk materials deserve more attention: solder, PVC cable jackets, plugs, metal plating, pigments, adhesives and small purchased accessories.

  • Obtain supplier declarations for critical parts and materials, linked to part numbers and revisions.
  • Use test reports from competent laboratories for high-risk materials or where declarations are weak.
  • Record any exemption number, the component where it is used and the expiry or review risk.
  • Make the factory notify you before changing a sub-supplier, material, finish or component.
  • Use incoming inspection or periodic verification for materials most likely to change.

Do not accept “RoHS raw materials” as a purchasing instruction. Put approved manufacturer part numbers, material grades and finish specifications into the BOM. The same applies to low-cost accessories packed at the end of production. A non-compliant cable can affect the status of the complete retail product.

If key evidence is missing, write it into the quotation and purchase order as a deliverable with an owner and deadline. Do not rely on “will provide before shipment.” By then the deposit is paid, packaging may be printed and the factory has little room to correct a design problem.

Lock the sample, BOM and firmware together

Approve a golden sample only after compliance and functional testing are complete. Give the sample a unique ID, photograph the outside and inside, and record the PCB revision, wireless module, antenna, power adapter and firmware version. Attach that record to the specification and purchase order.

The supplier’s change-control clause should cover components, materials, PCB layout, antenna, firmware, enclosure and sub-suppliers. It should require written notice and buyer approval before the change reaches production. The compliance laboratory should assess whether a change needs retesting or an authorization update.

Add compliance checks to pre-shipment inspection

A pre-shipment inspection cannot recreate laboratory testing. It can catch production drift and missing market information before the balance payment. Give the inspector the approved sample, current artwork, BOM checkpoints and a list of market-specific requirements.

  • Confirm model numbers and traceability codes on product, packaging and cartons.
  • Check CE, FCC and other required markings for content, size, position and durability.
  • Compare the adapter, plug, radio module and visible PCB revision with approved records.
  • Review manuals, warnings, importer or responsible-person details and required languages.
  • Run functional and safety-related checks defined in the product inspection plan.
  • Photograph labels and selected internal components, then record sampled unit serial or batch numbers.

Use payment milestones that leave room to correct problems

Tie the deposit to an agreed specification and a credible compliance plan. Release sample or tooling approval after the buyer receives the promised reports and verifies that they match the sample. Release the production balance only after the goods pass inspection and the final document pack is complete.

For a custom radio product, add a pilot-production gate. Ten or fifty controlled units can reveal antenna, firmware, heat and assembly problems before the factory builds the full order. The cost is usually smaller than changing labels, reworking stock or answering a market-surveillance inquiry after import.

Compliance red flags in supplier files

  • The report model differs from the quotation, sample or rating label.
  • The supplier sends only a certificate page and refuses the underlying report.
  • Internal report photos show a different PCB, module, antenna or adapter.
  • The EU Declaration of Conformity lists outdated or irrelevant legislation without explanation.
  • The FCC ID belongs to another grantee or product configuration.
  • RoHS evidence has no part numbers, material links or change-control process.
  • The factory says any component can be substituted as long as the function is similar.

Frequently asked questions

Is a CE certificate enough to import electronics into the EU?

No. The buyer should confirm the applicable EU legislation, EU Declaration of Conformity, technical documentation, test evidence, labels, instructions and economic-operator obligations for the exact product. A certificate cover page alone does not establish compliance.

How can I check whether an FCC ID is genuine?

Search the complete FCC ID in the FCC Equipment Authorization System. Match the grantee, product code, equipment class, frequencies, grant notes, internal photos, radio module and antenna to the sample and mass-production configuration.

Does an FCC-certified wireless module cover the finished product?

Not automatically. The host product must follow the module grant conditions. Antenna changes, enclosure effects, co-located transmitters and other host functions may require an integration review, more testing or a separate authorization.

How often should RoHS evidence be updated?

There is no useful one-period answer for every product. Review evidence when the BOM, material, finish, sub-supplier, exemption or law changes, and set a risk-based schedule for high-risk parts even when no change has been reported.

Can a pre-shipment inspection confirm CE, FCC and RoHS compliance?

Inspection can verify labels, documents, traceability and selected components against approved records. It cannot replace laboratory testing or a legal conformity assessment. Use it to detect production drift before final payment.
